US Lawmakers Propose Bilateral Agreement With Nigeria Asks FG To Stop Partnering With Russia, China

The proposal, which seeks to redefine the US-Nigeria strategic partnership, has sparked intense debate and raised questions about the future of the two countries' relations.


The joint report, prepared by the House Committees on Appropriations and Foreign Affairs, comes in the wake of former President Donald Trump's redesignation of Nigeria as a country of particular concern (CPC) due to allegations of Christian persecution. The Nigerian government has repeatedly rebutted these allegations.


According to the report, the proposed agreement aims to "further economic cooperation, and counter adversaries in the region," specifically naming the Chinese Communist Party and Russian Federation as such adversaries. This move underscores the US lawmakers' concerns about the growing influence of these nations in Nigeria and the broader Sahel region.


A key aspect of the proposal is the divestment of Russian military equipment in favor of American equipment through sales and financing. Nigeria has a long-standing military partnership with Russia, which has been strengthened in recent years. 


In 2021, Nigeria signed a cooperation agreement with Russia, and last May, Russian officials met with Nigerian defence officials to finalize agreements on training, logistics, arms supply, and intelligence-sharing in the fight against terrorism.


The proposed divestment is seen as a move to counter Russia's growing influence in the region, particularly in the Sahel, where Moscow has capitalized on resentment against former colonial power France and perceived Western meddling. 


The US lawmakers' report notes the enlistment of support from international partners, including France, Hungary, and the United Kingdom, to counter Russian and Chinese influence in Nigeria.


The report also highlights concerns about Chinese illegal mining operations in Nigeria, which are reportedly paying protection money to Fulani militias. The lawmakers have called for counteracting these activities, and a bill has been sponsored in Congress to thwart "hostile foreign exploitation of Chinese illegal mining operations."


The proposed agreement and the lawmakers' report have significant implications for US-Nigeria relations and the broader regional dynamics in West Africa. As the situation unfolds, one thing is clear: the US is seeking to strengthen its partnership with Nigeria and counter the growing influence of Russia and China in the region.
